This situation had reportedly continued for several years, with the parents later stating that all of the children staying in the home were biologically theirs.
In a small relief, authorities noted that the children appeared to be in stable health, and the condition
of the home was found to be generally adequate.
The neighbor who reported the situation said she grew concerned after observing Kaplan with the girls, and felt that authorities took longer than expected to respond.
She added that the concerned and uneasy expressions of the children gave her further reason to alert the proper services.
The minors who were found at the residence are now under the care of child protection services, and the parents are currently facing child welfare-related charges, with bail set at $1 million.
