Social media videos showed the plane upside down and mostly immersed in the ocean.
Video from the site showed several rescue boats surrounding the aircraft, and the fire department reported that its teams were on the scene conducting rescue operations.
The rescue vessel was near the end of a lengthy maintenance pier for one of the Holland Tunnel’s ventilation towers, which is located near the Manhattan coastline.
The lights of fire engines and other emergency vehicles were flashing on the streets close to the area.
