According to a senior Justice Department source who spoke to NBC News, professional prosecutors, not Attorney General Merrick Garland or other Justice Department officials, decided not to file charges.
The source emphasized that a committee probe is far different from filing charges, pursuing a case, and proving it in court.
In response to the federal sex trafficking accusations, the senior official said that if the Justice Department believed it had a strong case, it would have filed charges.
