A 10-year-old girl is shown on camera being beaten by a USPS mail carrier outside of an elementary school.

Despite identifying several possible offenses, such as assault, child endangerment, delinquency of a minor, and criminal conduct on school property, the officer did not make an arrest.

And the USPS employee’s name was concealed because no formal charges were filed, according to Cleveland 19 News.

The case was forwarded to the Cuyahoga County Prosecutor’s Office, which exclusively deals with felonies, even though the officer had submitted it to the Cleveland municipal prosecutor.

In response, Assistant County Prosecutor Debora Brewer wrote on November 14, 2024.

That the case did not qualify for felony prosecution and that CMSD officers should forward it to the city prosecutor for possible minor charges.

The case was never sent as directed in spite of that suggestion. Only when news station WOIO inquired did the municipal prosecutor’s office obtain the pertinent records on April 16, 2025.

The city prosecutor’s office acknowledged that they were unaware of the matter until April 17, over seven months after the original occurrence, when CMSD sent the reports.
