A legal dispute ignites when a missing teen is found with her 44-year-old fiancé.

“They were actively trying to conceal her identity and location from us,” said Kent County Undersheriff Bryan Muir, adding that investigators suspected Penny and the guy had become “engaged.”

According to Fox 17, the guy will probably not face any criminal charges, even though detectives think he was helping Penny dodge the authorities and her family.

“At this stage in the investigation, there are no criminal charges,” said Undersheriff Muir. “Even though he refused to cooperate with us or inform us of Penny’s whereabouts, we still do not have grounds for criminal charges.”

“We looked at a bunch of charges, there’s just nothing that covers this,” stated Chris Becker, the prosecutor for Kent County.
