Waters told police that he and Marshall stole the children and remained in a “trap house” in Indiana so that they could do drugs until they were arrested in Colorado in March 2023 on an outstanding warrant.
According to reports, Waters and Marshall “made the decision to abandon C.S. at the ‘trap house’ and had also left Oaklee behind in Indiana before traveling to Colorado.”
Waters withheld information regarding the children’s whereabouts.
According to reports, Waters’ sister picked up C.S. from the home and gave him over to the Department of Child Services before she and Marshall left for Colorado.
According to reports, Marshall said that the sister “had voluntarily chosen to ‘give up’ Oaklee in Indianapolis.”
The sister told authorities this. When Snow was last seen alive, a neighbor reported seeing Waters and Marshall “leaving the house with what looked like a child wrapped in a blanket.”
And the “child did not appear to be moving, talking, or crying.”
