Days before a 4-year-old girl was discovered alive with her mother’s and brother’s bodies, neighbors could hear her screams.

Despite alarming details, her case was sealed. Now, the Administration for Children’s Services has opened an investigation following the tragedy.

“They should have broken in when they had the chance,” neighbor Eric Perez said. “Everyone called, and nothing happened.”
