Northumbria Police have been asked to contact anybody with information that might aid with the investigation.
Susan Dungworth, the commissioner of police and crime for Northumbria, expressed her deepest sympathies to Layton Carr’s family and friends at this tragic time.
“The Chief Constable and her staff are keeping me informed on a daily basis, and I would like to express my gratitude to all emergency services that contributed to the reaction and further investigations.
“I understand that the Bill Quay community will have been shocked by this, and I echo the officer’s request that anyone with information contact Northumbria Police.”
