Promise, aged four, was ‘feeding herself with chocolate’ on Cotton’s bed when the oldest daughter went to look for her mother.
She saw ‘bugs crawling’ on Nazir’s body, according to a 911 call transcript, which Hubert used to support his claim that she picked her up, rushed outside, and contacted the police.
The length of time the mother and boy had been deceased before they were discovered is unknown, although it was said that for weeks, neighbors had been complaining of a bad smell that seemed to be “death.”
‘The landlord hadn’t done wellness checks, individuals had called, neighbors contacted,’ said Eric Perez, who lived above Cotton.
The exterminator added, “It just smells like rat infested… the smell is similar to rats and even death.”
