La Vergne Police Department Hall filed a lawsuit against the city of La Vergne, former sergeants McGowan and Lewis Powell, as well as former police chief Burrel “Chip” Davis.
In her lawsuit, Hall said that the men had planned to use her as a scapegoat when the sexual misconduct issue surfaced by first grooming and abusing her sexually after she joined the department.
